New Oxford's older building stock is concentrated around the square, and a good share of it has basements that were never intended to be anything but storage. When those spaces get finished — and many have been — the assembly is nearly always the same: furring or studs against masonry, insulation between, drywall over the top, and no air movement behind any of it.
That is not a defect so much as an old convention meeting modern materials. Masonry below grade takes on moisture seasonally. Left open it dries to the room. Covered with an impermeable assembly it does not, and the organic material in contact with it is the first thing to grow. When we open these walls the growth is almost always on the back of the drywall rather than the face you can see.
